We didn't have welfare back then when we accepted immigrants so only workers came over who contributed. We also made sure most immigrants were European until 1965 https://en.wikipedia.org/wiki/Immigration_and_Nationality_Act_of_1965

Obviously our welfare system has to be refactored, along with a bunch of budget restructuring, overturning citizens United, etc.. Honestly, if we ended the war on drugs, the issues with Mexican cartels would likely evaporate after a while, reducing the incentive to travel to the United States. These cartels only have sway providing that they have consumer demand that is being unmet by the clear market.
