I mean, it depends what you mean by family film.
If you want a film that is basically just not vulgar, but might be too complex or dark for your kids, my favorite will always be The Secret of Nimh. It's an old cartoon about a mouse family. They are trying to move out before the harvest but one of the kids is really sick and the mom is afraid he will die if they move. She goes to see the Great Owl who tells her about a colony of rats that can help her, which leads her on a periless journey where she ends up meeting a dumb-ass crow who tags along for the rest of the story. She ends up finding out that her late husband and the rat colony are connected, but I won't ruin that for you. It's a fantastic movie that holds up wonderfully even though it came out 30 years ago. Family friendly, but maybe a little much for a toddler.
If you're asking what family film I love that someone of any age can enjoy, it would probably be UHF. It's an old Weird Al movie about him acquiring his family's TV station. He runs a public access show and basically lets anyone on and it gets super popular so the big networks try to muscle him out and you can probably see where it's going from here. Hilarious movie and enjoyable by just about anyone who can understand complete sentences.
