They are designed to do that. When you are down and sliding, the last thing you want is something to catch hard and send you and your bike spinning. Consumer bikes often come with or have places to attach "sliders". They are usually made of a hard nylon or other plastic and are designed to take the damage so your bike doesn't. http://imgur.com/RYt5np4

On consumer bikes the foot pegs tend to have metal feelers so you get an early warning and are mounted so that they fold up rather then catch should you put one on to the pavement while cornering. In this case I wonder how much of the disintegration is by design and how much of it is simply a function of the exceedingly lightweight race design of the foot pegs.
