Well the Capitol building would make sense as the feet since something really stinks there.

It's likely a combination of meaning (meaning there was a reason for burying the body, i.e. representational), soil movement (may not have been buried as far down but the terra moved ), and/or to initially balance the heads to prevent them from falling over. Maybe they realized that it was unnecessary (because the busts were so heavy they would stay still) and didn't do it for the remaining ones installed.
