Headline is misleading.

Illinois has the money to pay (well, maybe, nobody really knows these things). What it doesn't have is a way to issue winnings. They need to approve a state budget first. Then the winnings can be disbursed.

Not really about the lottery so much as it is about the state budget.

For a measly $250K? Well, Illinois officials just killed the government cash cow known as the lottery in Illinois. Who the hell is going to play knowing they won't get paid? Isn't there some breach of contract there where they could sue the state? The couple could easily get a secured (collateralized) loan so they could have money to spend now. Surely, the bank would accept a winning lottery ticket and a government IOU as collateral.
