The whole thing is rife with security, transparency, and privacy problems. Eg:

LAPD has said it does not plan on publicly releasing the recordings

They plan that, but I can imagine plenty of activists and groups pestering and bashing the police until they do. Of course, it'll only happen with high profile cases and not everyday incidents. Shame...

While they don't plan on it, I would assume the recordings will be released via FOIA requests. And that means countless lawsuits to have the FOIA requests actually followed.

Stage 3 - Officers cannot automatically turn on/off recordings

A transparent third party that makes the recordings accessible to the public. Unfortunately in the US, money does way too much talking to make things that easy.

I'm not sure you'd ever be able to achieve that. The closest compromise I could see is internal affairs. Considering they investigate dirty cops that might be the closest thing to an impartial investigation that would be allowed in court or as a law

And immediately afterwards they will simultaneously have some sort of "technical malfunction".

Out of all the law enforcement agencies in America the LAPD is probably the one that I would expect this body camera program to improve the least. I'd be very happy to be proven wrong, but given their track record...

I think that this is good, not because cops can't be trusted or because they are evil. I mean the news exposes those cops and they are felt with accordingly like that one that paper sprayed all those peaceful protesters (I know that anecdote isn't specific but I'm trying to keep it light).

Cops, have had their respect reduced to nothing and the people they have to deal with are pretty genuinely awful most of the time. Additionally cops are almost victims as much as the people that have to arrest. I know this might be an unpopular opinion but hear me out. The requirements to become a police officer are almost laughable. They only require a high school diploma or a GED. Yes they have the academy but a 16-24 week training course is no where near enough to train someone how to deal with what they put up with. Cops have been reduced to humanity janitors and thats where the real tragedy is. And because there is so little requirements/training there is little room for promotion like most positions that some one could get with a 4 year degree or a 2 year associates degree form a community college. The people in charge of the police don't want them to advance because they need the seasoned vets in the field dealing with the shit no one else will. I think it is sad that when people see police they feel in danger. The only thing that keeps my hope alive is that the ones that aren't any good will wash out and the good ones will keep doing what they are doing and hopefully they know that we appreciate what they do and that people can see the difference between a good cop and a bad one.
