Simon Pegg. Spaced, the Cornetto Trilogy (Shaun of the Dead/Hot Fuzz/The World's End), Paul, and even Star Trek. He's hilarious, witty, clever, and seems like a nice, down-to-earth guy. He's not just a great comedic actor, either. He's also a great writer, as he wrote a lot of what I listed AND is writing the next Trek film. Superb talent all around.

Donald Glover. His stand up is the BEST ever, and he acts so completely different on screen than his comedic persona.

Mark Heap. Probably he's little-known outside the UK, but he has appeared in a shockingly disproportionate amount of the very best british TV comedy of the last fifteen years or so. Spaced, Jam, Big Train, Green Wing, Brass Eye, Friday Night Dinner... (anyone heard of any of these?)

Examples: The light of pure joy slowly dawning on his face in this beautiful sketch from Jam, and his flawless simulation of the male orgasm in Green Wing.
