"Very, very, great and happy new year" is more precisely what he said...or rather read. Seemed like he was reading the speech for the first time. His phrasing was determined by the printed text.

It comes off like he was giving it (the whole speech) proper and respectful weight. He has very different delivery style in most other situations. This was very specific, unequivocal and was avoiding all nebulous wording and over-all vibe.

His tone changes right at the very end - "Very, very, great and happy new year" is delivered in a different and extremely loaded way and he tellingly kept it clear of the rest of the message.

I think the 'very, very great...' was an ad lib. As for phrasing... Yes, he was appropriately respectful, but he paused in the middle of phrases where there was a new line in the text. He never pauses in those phrases when he's not reading...or reading familiar material.
