Because they have a general idea of the total number. If that number is smaller than what the losing candidate needs to win then counting them would be a waste of time.

At least in Pennsylvania, it all started last year, when state republicans introduced a bill and the democratic governor signed it into law. It's stupid that they can't vote early, but the repubs fought against it and are even suing Montgomery County, alleging that they started counting early. What they actually did was check for errors in the front sheets of the ballots, allowing people to correct them, which is Constitutional.

It's so fucking obvious. If they counted them first then they'd have to stick to their guns and trump could have beaten them.
If they count them last they just keep "counting" until Biden has it.
