At least in Pennsylvania, it all started last year, when state republicans introduced a bill and the democratic governor signed it into law. It's stupid that they can't vote early, but the repubs fought against it and are even suing Montgomery County, alleging that they started counting early. What they actually did was check for errors in the front sheets of the ballots, allowing people to correct them, which is Constitutional.

The official reason is because counting ballots early will result in leaks, and then potentially sway voters. Seems more like a problem with horrible govt workers than anything else.
