It is very hard to determine what 100% voting is, but your point is totally valid.
People age into voting age between the 10 year census, and tons of people die, move in and out, and travel around constantly, get felonies so they lose the right to vote, etc.
The most accurate counts would be the voter registrations, but typically registration records are only updated to accept NEW voters, not to purge anyone.
This is why Judicial Watch has been pushing for states to purge the voter registrations - to make sure they are accurate and only let valid voters actually participate.
Typically there is an "expected" voter turnout - which is what would be considered "100%" by many poll watchers. In turbulent years, the voter turnout is expected to be higher than usual, but within some margin of error.
Presidential years get higher voter turnout than midterms.
All that said, if there is an unexpected jump beyond expectations in the number of ballots received, there is definitely cause to suspect voter fraud - but because of the loose structure of the voting in the current times, this is impossible to prove unless caught first hand.
Secondly, as your last sentence rightly proclaims - nobody gives a good fuck about it. Guess that is just the way (((voting))) has evolved.

That should be the standard, but states are (((encouraged))) to not do that (cheating is the main goal).
Most states have "automatic" registration when getting a license - that is the easiest way to get voters added.
Purging voters is difficult, because DL times are usually more than 2 years, so it becomes impossible to keep up with a database that adds at a much longer period than the voting cycles.
The best voting is still the paper ballots and dipping a finger in indelible ink. The US thinks it is "better" than that. LOL

Since it would be impossible to know which votes were the fraudulent ones, I think the most reasonable course would be to totally invalidate that district's votes and require an in-person special vote complete with ID.
The very existence of 100%+ votes would confirm for the Supreme Court that voter fraud is happening and only voter ID can stop it. EVERYONE's right to vote is compromised by cheating votes.

The motion to allow fast track hearing on a PA case was already on and J. Barrett didn't participate and make them start over on the consideration again to include her. No reason was given why she didn't participate. Since a motion for fast track wasn't approved, now we'll see what happens when that same appeal for that PA case goes up the regular slow way, and will J. Barrett recuse or not.
