the popular vote determines the electoral college vote in the majority of states:

Neither state nor federal law can determine how an elector votes. Any such provision would be struck down if brought to trial.

If Biden wins but is impeached or removed via 25th Amendment, then Harris becomes President. If Biden drops out then Dems have to write in an approved candidate name. If they already voted then too late.

They're going to ride Biden all the way through Jan 20th while DOJ pursues sedition charges against him.

And it'll all be moot but IF Biden were to pull out a (cheating) victory, the VP-Elect would be moved to President-Elect after the election is 'confirmed'

the DNC rules allow them to replace Biden. but none of the early Biden votes would count and those voters cannot recast their votes.
