No. Hobbits remind me of the ideal of living in the English countryside. Dwarves are more like Jews, but they're still warlike and courageous and do work with their hands, so that's not very accurate either. Wormtongue is probably the closest thing to a Jew you could find.

classically the dwarves were the jews (short and hairy and hoarding all the gold). The elves (enlightened and civilized) are white folk and the orcs (violent, mindless thugs) are black.

In Tolkien's writings, the Hobbits definitely represent regular rural Englishmen, more Anglo-Saxon than Norman.

Adaptations don't always stay true to the source material.
