Part of me wonders if these headlines are designed to wake people up to the agenda and the other part makes me wonder if the government is actually serious about going ahead with things like this.
The reason I sometimes have doubts is that these things are suddenly announced in the papers but then the government seems to turn round and make a total pigs ear out of what they say they're going to do..
It's almost like self sabotage..
