It might be true. I live in a small northern California town (I know, eww. I'm planning my escape.) and their protest was a bunch of hippie nerds holding up signs in front of the courthouse for an afternoon. There's probably more retarded crap like that than there are big city issues, in terms of counting things. But that's a dumb way to look at it. Those cities are disasters and the problem needs to be acknowledged and dealt with. No one cares about some retards holding signs. How do those people think they can erase all the violence and destruction that is actually happening by pointing at something no one was complaining about as if they are the same sort of thing.

The data set is here as a giant Excel file. For my city, they did correctly classify the BLM "protest" that devolved into property damage as a riot. They do seem to include a lot of smaller "protest" events. They also use count love as a source. This site lists several protests in the Excel sheet as having 20 or fewer people.
Here is an example of a "protest" that got counted in the data set. The video seems to include about ten "protesters", They appear in the middle of a field where they can be easily ignored. Here is an example of a "protest" that did not get included in the data set.

They probably count the riots and anarchy in places like Portland as one long "protest" rather than 100+ separate nights of violence and anarchy.
Edit: I stand corrected. After looking at the actual data set, they do report each night as an individual event. They report half of the events in Portland over the last three months as violent. I don't live in Portland, so I'm not sure how realistic that is.
