Get all white employees to collectively quit and short the stock. Buy the company shares back on the cheap, clear the Board of Directors and rehire former employees.

Be sure you know your state laws on recording people and whether or not they have to be notified. Here in Oregon you have to notify the other person.

For a lawsuit, you need to prove harm.
Since you already work there, you would need to be passed over for a promotion by a POC, in order for you to act.
Until then, you haven't, personally, been harmed.
If you had a list of qualified applicants who applied for the job, but were ignored because they were white, then you could send this evidence to them so they could sue. You would, of course, get no money from this.
Alternatively, you could sit on it, wait until they hire a person of color, then post the evidence on the craigslist jobs section in your area for anyone who applied there that was white. Then, they could sue your company. You would, of course, get nothing in this case.
If you are trying to make money for yourself, then this is what you do.
You say nothing.
Then, you slowly build a case of harassing behavior against you because you are white. You use the evidence you have to corroborate your claims. In this case, you could make money. However, you will need a clever lawyer and you, yourself, will need to be clever in order to pull this off for maximum effect. Getting fired, after you are harassed, then being replaced with a POC would be the maximally profitable outcome.
If you just leak the information, wait until about half way through October. Give it to every news outlet.

I agree with everyone else that getting the recording is the most critical thing. The difference between today's feelings based political bullshit and real journalism is EVIDENCE.
Post it, make sure they can't make it disappear. Even if they don't suffer any consequences immediately, some day they will hopefully have to sleep in the bed they made. If there's no documentation they'll simply claim it never happened and that they were always on the right side of history.

In the meeting, the head of HR (a White female) said, "We are going to lower our standards, until we find someone who is not competent in the job."

Go up the chain of command. COO or someone else. HR is going against the companies best interests.

Get another job.
Leave on good terms - but leave none the less.
You might - emphasis on might - win a legal fight, but not without trashing your career and future employment prospects.
Word gets around.
The best play is to seek employment elsewhere, starting right now, because these guys are going broke anyways.
They just don't know it yet.

I don't understand. Diversity is a strength. You don't want outsiders forced on your company?
Hasn't anti-white hiring been legal since affirmative action?

not outright refusal to hire. Definitely AA allows for racial preferences in the case of reasonably similar candidates.

The way she worded it gave her an out: "we will be pausing the hiring of non POC until we find applicants who fit the racial mix."
That's not outright refusal.
