Nothing was adding up. So, I attempted to trace how government "medical" decisions were made in Melbourne. Based on what source of medical information and medical statistics, etc.? So, I contacted my local MP - and in the process I warned him of social media bias, media bias, and pharmaceutical bias, etc.

He indicated the importance of the CHO (Chief Health Officer) role...

Later, I found out the following critical piece of information on my own. The head of the DHHS (Department of Health and Human Services) "superseded" Victoria's 2015 pandemic plan by not putting the CHO into the important State Controller role. Source: The Age, August 14th. Instead, she appointed non-medical bureaucrats to the role - four people departed the role since March, and then she put herself in the role.

I deduce: In the recently "superseded" Victorian pandemic plan, the CHO informs the non-medical State Controller. And then the State Controller takes on information (from who knows where!!!), including that of the CHO. Then, the State Controller makes any important decisions.
