Legit. Provides as a service what the Air Force, Navy and Marines used to do themselves and still do to some extent for things like top gun. Provides adversary aircraft that are not US aircraft and a lot of other training aids that front line aircraft did. It is not that fun to be designated targets (except for messing with the attackers minds) or doing practice close air support with a new ground controller trainee. The test pilot schools probably use them as well to broaden the student experience.

They could do some counter drug operations, but it doesn't look like that is their bag at the moment.

A lot of military air forces lease their aircraft, The RAF lease their Voyager and Airbus transports for instance, as do the Luftwaffe. This could be the case here, or it just might not.
