You could ask a question to these people. Before I go though what I would do would be get a good software that detects and corrects registry errors as that's what this sounds like.

The Windows Update Cleanup Tool is designed to remove the leftover files from Windows Updates, is by Microsoft, and it is not a registry error to be unable to remove the update. It is by design. It's doing what it's supposed to do, and after you run the tool, the documentation says that there is no way to uninstall the updates, because the files needed to uninstall are no longer there.
