Parents and other citizens can request all records of conferences that teachers and administrators are attending.
Pro tip: they generally don’t keep records. Easier to hide things that way.

If they have expenditures that they have no records for, they're going to be in some trouble. You did know your taxes are paying for these conferences, right?

Expenditures, sure. Those are always recorded. Regardless of the top-heavy administration (for example, there are about as many 6 figure administrators at a school corporation in a city close to mine as there are teachers–none of whom make more than 72k). The point is that the contents of the conferences are rarely–if ever–recorded.
