If the rape is over and not immediately happening than yes social services should show up to help the lady and cops should only be involved when the arrest warrant has been issued. Social workers will probably get more out of the woman and can do more than just take her statement and leave. Which ties up our cops and waists their time with crying women not going after people already with warrants out for them.

They do have someone like that that shows up. But they also need detectives, because detectives detect crimes, like rapes.
