Japan, acting as an outspoken Member State of the UN, would like to raise concerns over Russia's position as a Security Council member, pointing out the most obvious observable fact that the Russia has blatantly neglected it's responsibility as a leading power to uphold the security among nations of the world and perhaps should be put under review for the nations eligibility on the council.
First, France would like to invite Ukraine (@jobes) to participate in the discussion as a non-voting but interested party.
Second, we urge Russia to consider negotiations with Ukraine over the conflict. We propose the UNSC to moderate the discussion (minus Russia's representative to avoid a biased party) and help both countries reach a peaceful solution, hopefully similar to what the United Kingdom has proposed.
