We know it is vanishingly rare for a minor to die from Coronavirus. I suspect that they typically are asymptomatic also. Before it makes any sense to enforce vaccination, we should force them to prove the necessity first.
I think if we insist on science, we win this argument. Because there is already good research that shows that vaccinating our kids is not necessary.

I suppose that the school board does care about public opinion. They are elected positions. The school officials care about the opinions of the parents. There is pressure on them all the time from the public.
If the science is clearly on our side, it is possible to win. Making up fake churches and forging documents seems less effective.

vaccines
sterilization
violence
“Vaccinations aren’t easy. This isn’t any easy thing,” Offit states.
“We ask a lot of our citizens to get as many as 26 inoculations in the first few years of life, and five shots at one time, it’s hard to do that, especially given that vaccination is a violent act, and you pin a child down, you give him this biological agent against their will, the biological agent generally isn’t understood well by the parent, and often not understood by the physician.”
FUCK YOU

In Georgia, some schools opened in-person this week; others are still distance learning with zoom. Each district sets its own calendar.
But years ago, when homeschooling legislation was considered at the state house, there'd been a push for proof of vaccinations to be reported to the local district—nothing ever came of it because back then people still respected medical privacy law and public schools could not show a need to have that information for home schools.
so... based on what I learned about liberals in legislature back then, and on the limited info you shared here, my best hunch: They are fishing to test the amount of public push-back, hoping that there is enough fear now to make people give up the right to any religious exemption. If so, you will see some not-so-organic "parents groups" complain that religious exemptions are putting their child at risk.

The vaccine that doesn't exist yet, is mandatory?

That is an attempt to delay ending the "Pandemic" and thus promote mail-in ballots....
