In Rhode Island the Gardisal vaccine for HPV is mandatory in middle school and high school. They start dosing them in 7th grade and they have to have new shots for each year. NO WAY IN HELL my kids were getting that garbage.
Here is what the school does, they just keep sending that stupid form to sign saying it's religious. I will not and never signed the form because I tell them its because the vaccine is poison. Don't even sign the form. Then they have a stupid record of you saying you won't vaccinate your kids because of religion and want you to sign it so they can take them from you.
It's been 4 years now, and my kids are finishing high school, haven't got the mandatory dumb ass Gardasil shot, and they couldn't do anything about it.
Don't sign the dumb form. they can't do anything.

Vaccine exemptions exist in every state. For a religious exemption, you just need to download a 1 page form and sign in front of a notary. Clergy not required.
Here’s a site where you can find exceptions by state.

Easy solution... don't put your kids in a fucking indoctrination camp!

Easy to say, but... Once you eliminate the parents who are fully competent to homeschool (at least half are)¹ and another 15% or so that can afford private school, there will still be left about a third of the students for which the solution is not at all easy.
¹ the biggest failure in home schooling has very little to do with being smart enough. If you can read at high school level you are smart enough. The biggest reason for failure is sloth; not keeping up with a schedule of learning. It also helps to like your kids.

You don't have to be scheduled.
