You dont know because you didn't read the right to try bill and assumed it is what it's name says.

And because you can't explain what it says, either.

2005 paper stating hydroxychloroquine is useful as a prophylactic or treatment whilst infected..

that was the sars virus not sars2

They share majority of the gene composition. Thats why this virus is called sars-cov-2. Chloroquine was proven to work against sars-cov. HCQ is simply a less toxic medicinal version of chloroquine, so it will work the same. The use of HCQ in practice has proven it extremely successful in treating SARS-COV-2 when paired with zinc and zithromax.

Don't try meds unless you need them. This stuff is part of a medication cocktail that seems to work against cov-2. Alone it seems to work in some clinical studies against sars, but not sars cov-2.

The other drugs in the cocktail are vitamin c, zinc and azithromycin. Not exactly hard to get

Can you suggest an explanation why HCQ would only work on SARS in vivo but not SARS 2, given that they are 96% identical and HCQ has been proven to kill both viruses in vitro in similar concentrations?
HCQ works on ALL coronoviruses. Im not suggesting that combination therapies are not more effective. But given early enough, HCQ will have close to 100% cure rate all by itself. It is prophylactic. People already on HCQ therapy for autoimmune illness are not getting this disease.
