Lasers of any description are serious equipment--except maybe for cat toys. It would be like taking a hi-fi to a rugby scrum. Most "over-the-counter" lasers are limited to 5 milliwatts. At that level, they would be dazzling, but not necessarily blinding (been there, done that). This suggests the ones being used are at a higher power level and may not be easy to obtain over the counter. So, who is providing them? I think it should be high priority to "bag" someone using a laser (if not all of them).

It is a young guy that just goofs around in his basement shop with lazers, and experiments with using them to set leaves on fire in his back yard.
At one point demonstrating his laser project he puts safety glasses on and mentions that with lasers this powerful you can get blinded faster than the human eye can blink, even from just reflections of the laser light.
