Legally it's a matter of free speech and the concept of thought crimes being invalid. The artist is expressing thoughts, not hurting children.
The most common comparison is murder, a more vile crime that we see depicted pretty regularly.

photos of CP are only banned in the long run because the federal government would shut this site down in moments notice if they weren't. Which is to say, if they could, they wouldn't even ban that. (I am speculating a bit, but given the "No censorship mantra" that Voat has, it seems to go without saying.

The US still recognizes the difference between drawings and pictures.

Because you can not actually tell how old a individual in a drawing, rendering or computer created image is, all the subverse has to do is declare everyone as 18 years old and there is no way to prove otherwise.
