It opens up the option for employers to require it by even having legislation on the books. Employers can strongly suggest that employees get it and if they don't, fire them for some other arbitrary reason. Before this legislation, even asking an employee to be chipped was a lawsuit.

Memo for you. Nothing gov't does is unconstitutional anymore. The supreme court just redefined previously understood words in the Elector decision. So no word in the Constitution is safe.
