Assuming a legit test, you want as concentrated a sample as you can get to ensure detection. You also want as limited outside contamination as possible as well, so simply blowing on it while outside the body would open you up to potential outside contamination and decrease confidence that a positive result came from the person you were testing.
This of course assumes a legit test for a legit virus.

They are telling people in my town that you don't even need to have symptoms, just come get tested. What kind of an asshole is like, sure stick that up my nose. Infect me with your bio weapon and take my DNA while you're at it.

2 options;
(1) the test is contaminated and they are actually infecting you, OR
(2) DNA collection

I wonder if there is any way to have a 3rd party lab test for the kungFlu virus... what if a bunch of people signed up for a test, and just grabbed a bunch of the qtips and made a run for it??? And sent them to the lab, to see if they are already infected with chinaFlu???

They have to shove that contaminated q-tip deep up your nose to make sure you get infected.
