Personally I think you need to end the welfare state, have a financial reset, and change the media. The message needs to be self sufficiency, live within your means, and communities/churches rallying behind those that need help. The federal and state governments are incapable of doing this. I know these actions sound cold, but the effects of this would be an unimaginable amount of prosperity.

we cannot suspend our constitution to save it. that is why Q's plan seems tedious. our constitution is well constructed to deal with law and order but it isn't a remedy for lack of culture, morals, or vague malcontents.
what we are witnessing is a mass insurrection and those cooperating in it are enemy combatants. the difficult question is the dividing line between protestors, thugs, and enemy combatants. it's mostly the young kids, indoctrinated by school and misled by media, crossing that line. enemy combatants cloaked in demonstrations are one thing, but it's those embedded in universities, 'think tanks,' and media - I'd be all for rounding up these insurgents from their homes as evidence can support it (here's where it would be appropriate to search communications). it seems the DOJ is rightly targeting the leaders, money sources, organizations; a military tribunal "re-education" might help the misguided question their allegiance.
it's a separate question of what to do about the permanent sub-culture. it encompasses black urban youths and hispanic gangs but it is not entirely race issue. we have, as a nation, for too long tolerated gang violence and "ghetto" crime; now that cancer poses a legitimate risk of metastases to our entire nation. how the St. Louis couple is being targeted, harassed, threatened, is ominous and a measure of how our 'immune' system can handle these threats.
