Fact is, if there's enough demand, the workers will present themselves. People pursue their rational self-interest (as they perceive it.) The more demand there is for software engineers/developers, the more kids will study it in school.

There is a massive glut of US programmers ready and willing to fill those positions for a fair wage.

Employers might need to accept older applicants and assist competent programmers update their skills, but they are out there....
