Gernans perfected just in time shipping long before the US. Whenever a serial number was incinerated, it was logged amd recorded. At the end of the day, the logs would be transmitted to SS headquarters, the serial numbers were put back into the list available for application to newly arrested Jews. The German extermination apparatus was so efficient that they only needed 200k numbers to rotate through, as they only stayed in circulation for a week or two. The name, number, date of application, and date of incineration, as well as personal assets seized were all logged, so that high scores could be calculated based on different unit goals (kill speed for camp staff, seized asset totals for Jew hunters, etc.)

If you consider that there were transfers between camps a longer number would be even more critical so you could have something to effect of an area code from the first camp you were processed through so they could track whatever administrative records they kept on you from your doctor/dentist visits, trips to the brothel, etc.

Stupid question. Five digits times three camps still doesn't add up to six million. Are you even trying?
