No, you test them first.
So in your theoretical civil war, you send them on a mission first, to plant and detonate an IED, that is actually not under their control but only controlled by someone in your command structure, either onsite or remotely. If they deviate from the mission, they are killed, and security of your unit/base isn't compromised. This was common practice in Iraq and Afghanistan, tests for their young, fresh recruits, to see if they would actually attack the occupying forces, and it had the added bonus of a level of insulation so more senior operatives are not killed simply planting a bomb. It was also used in Israel with suicide bombers, if they started to chicken out and didn't self detonate, they were remote detonated.
If they pass, maybe you let them in, maybe you retest them, depends on how you feel, but if someone takes out a UN convoy or a soylent green plant, that would earn a lot of consideration in my book.
