I believe it's really more reflective of the fact that few have the courage to genuinely risk their lives in fighting against the 3%who are willing to die for their cause...which makes the numbers of both sides become quite similar.

I think that is the perception, but that is because after a long time of having a thin blue line [3%], a reluctancy and natural resistance to using violence (because of the legal disruption that follows). However I think that reluctance is elastic rather than rigid, leading to the perception. With sufficient trauma (experienced or witnessed), the elastic nature of that resistance to risk will flip and become a terrible force the likes of which CHAZtown will not comprehend (because they would be the front lines of useful idiots being used by those who believe they are in control).
