But the output resolution of a system and the recorded resolution of a given camera are not the same thing.
For instance, you can have a camera recording at 4K, but you can also have the DVR/NVR displaying on an 800x600 monitor resolution.
Yes, the pixels you are viewing may be squashed on the monitor, but the footage is recorded and analyzed in 4K.
Here is a scenario. American browsing Chinese tech market - sees camera system in store display with monitor that is capturing faces.
American man: "That's neat, too bad it's in Chinese because I want to buy one!"
Chinese salesman: "Hold on" clicks "Device can also in English".
American: "Oh cool!" whips out phone to record
Yes, it could be real. This is what budget facial recognition looks like.

That said, they probably have something very similar to this, if not quite as advanced.

Are you aware that China manufactures devices with a language selection option so they can be sold overseas as well as domestically?
That being said, I'm kind of dubious - as you are.
Their social credit score facial recognition system is much, much more advanced than this.
