I'd hope that the people which are going to the new terraformed world are at least smart enough not to try any shit with attempting to take power over the civilization and live with everyone without any laws or government. Guy can dream can't he?

I voted for a natural law party once, I did not like the main candidates and new they would not win.
Eventually organized crime will fill in the gaps, all good sit in your throne watching the anarchy unfold. :)

A three branch government. One is a meritocracy branch where intelligent, skilled or highly educated people are voted into office. One is Military branch, where the valorous and honorable of the military are voted in to office, and one is the workers, the lay people who get things done are voted into office.
From those groups we pick three from each and have them be an executive council we could call it the Grey Council.
