Create sections of land for people who agree to follow x rules. People are kicked out of sections for breaking rules. You end up with several flavors of government and a people who are more or less happy about following rules because there will likely be a section that fits them.

Non-inherited monarchy. Basically the king will be tasked with grooming his replacement, but the replacement can not be related to them or belong to an allies family. The aim is to remove bloodline succession and create a type of oversight council that will keep the king/queen in line and prevent the creation of valued bloodlines. The successor will be chosen by the council from the King or Queen's candidates that they had been grooming during their reign. You see they will have about 10 or so well educated candidates that they had given additional education about proper governing. Upon the death of the regent the council will interview the candidates and pick one to become the next king. Corruption in these preceding are punished by painful execution. The additional candidates will be used in advisory roles with massive oversight to prevent plots to seize power. The rest of the governing will be up to the king. Since I would be first I would set up some kind of representative government to keep the people believing they have a bit of control, but I have unlimited veto power.

We have the technology for a proper republic where everyone votes on everything. As long as education is decent I think people could manage.
