I would have a all power bureaucratic state, with a mix of Plato's idea of a meritocracy and a bunch of Authoritarian. Every citizen is born to the state, serve the state, and die for the State. After you are old enough for education you move to the Academy. It will be a highly competitive meritocracy. Those to stupid to pass phase 1 (lets say 16) are moved to the general labor group. Where they can work in industry, go to trade schools(if they want to improve their status), or be grunts in the military. the remaining students will continue training till like 22 when they are again screened where those removed are sent to work the bureaucracy , managerial roles in industry, research assistants. They will also get to opportunity their rank through additional training. The remaining will do a mix of in field work and further training to become leading figures in the different departments and finally they can join the Council when they are elder leaders. The Council will be the final authority and every thing else is ran through different bureaucratic departments. Everyone will be "employed" by the State and live in apartments given to them by the State. No land or building will be allowed to be privately owned. All citizen are require to work toward the perfection of the State. All dissent will be harshly silence, but that won't be the problem, because having all the children live within a State training facilities will help to indoctrinate them to serve the State and only the most loyal defenders of the State will have the Power.
This will be Dictatorship by Bureaucracy. Then once we have establish the Oneness of the State and all her fiercely trained and loyal citizens. We will forcibly convert Earth to the Oneness. Efficiency before the self.
And all Citizens will only be allowed to wear Hugo Boss.

The perfect system of course, that needs constant refinement as social, industry and technology evolve without incentives such as money to motivate the population in working hard and anyone who disobeys is jailed. (þ:-«)
I'm really interested in this, seeing how it will be scientist that arrived first that's where the government will start. Evidence based reality and not opinions trying to force an ideal.
Prioritizing need over greed. What jobs do we need filled, what resources does everyone need to stay alive, what do we need to improve, what do we need to do to prevent instability or disasters, and what do we need to remove the need to survive so we can go onto living.
I want to incorporate the waste management practices used in business/warehouses with needs. Make it as effective and efficient as possible, using self sustaining technology so it takes a lot to cripple survival.
The government would either be a jury duty style selection system, a system that includes those effected to be a part of each individual policy being created, or a simply balanced representation of each demographic similar to a meeting of every union head so every group of civilians/workers has at least one voice.
Education would be split into two, education everyone needs and takes part in all their life and education that trains specific job skills.
Once the fight for survival and poverty is covered, people are free to live their lives how ever they wish in their personal persuit of happiness. Depending on the population, that will determine how tolerant we can be with dangerous lethal crimes. Non-lethal; if there is no victim, who gives a shit but if there is a victim you repay them, fix the damages, or work for the individual as community service until the issue is resolved.

Government by a council of proven merit. Basically my society would be heavily socialized. Eduction would not be a private affair. The government would stipulate what subject matter was fair game for a test or merit badge and it would be tested periodically to have it granted to citizens. Passing a test would put a mark on your record that would allow you to do certain things like apply for certain jobs or vote on certain decisions. But each achievement would have an expiry date so that new material could be factored into the tests and people would be forced to stay relatively up to date to keep their achievements. The control committee would consist of about 20 to 30 of the most highly decorated individuals in society ie the people whom have studied the most subject matter and understand best what is going on. From every angle. Their job is not to make big decisions but to decide whom is capable of understanding the decisions. They set a requirement in merit badges such that individuals in the society who have the qualification are allowed to vote on the issue and those who don't are not. It depends entirely on the issue of course and perhaps politics of some people might come into play but for the most part the goal is to limit voating to those who have proven they can understand the issue.
