Donkey voting? I can guess the intended meaning but what's the metaphor mean?

I'm pretty sure if you don't sign up to it, you're not put on the list of registered voters, and you don't vote.

The fine is only $20, I thought it was $170 but that's just if you take it to court.
Donkey Voting is basically a lazy vote, or an invalid vote. For example if there are five people on the ballot and you just number them 1-5 down the page.

$20 (or you can provide a valid and sufficient reason as to why you couldn't vote)
From the wiki: A donkey vote is a ballot cast in an election that uses a preference voting system, where a voter is permitted or required to rank candidates on the ballot paper, and ranks them based on the order the appear on the ballot paper. The voter that votes in this manner is referred to as a donkey voter

Though you may be fined up to $170. I forgot to vote in a local election over ten years ago, I got $100 fine as it was the second time, the second time I was working and could not leave my workplace as I was the only one, as the person to replace me did not turn up. Was not enough of an excuse, though could have fought it, I just ended up donated the $100 to the government.

Wait are you serious? What the actual fuck?

You only have to turn up, you don't have to write anything on the paper. Also, there's generally a good sausage sizzle (bbq) run by the school you vote at for a nominal fee ($2) to somewhat compensate you for the time. Otherwise when the voting commission writes to you asking why you didn't vote, you just say it was for religious reasons and it's end of story.
