I had a woman next to me on a 737 flight do the jesus cross and loudly whisper prayers for turbulence that was maybe a 2/10 on the scale those planes have. I leaned over and told her if thats bad for you just wait until we hit bad weather...

You can turn a turbine off but as long as it still has airflow through the fan blades, its still going to have rotation.
