If you take the ballot out of the box, open it , and count it, immediately, in the presence of witnesses representing the various candidates, the opportunity for bad actions would be greatly reduced.
Then, when a voter makes a mistake, you would have to replace the ballot, have the voter revote all over again, and ensure and certify that the original ballot had been properly disposed of. It would be a lot easier, for everyone, to just let the voter erase the pencil mark, and then make a new mark.
