"New Normal" - a phrase coined by Mao to get the people used to the idea that this Communism thing you are living under ain't going away anytime soon, sweetheart, so get used to it...

They are coining the term "the new normal" to try to get us to accept our lessened rights. I say this their "wanted" new normal. Not gonna happen!

There will be a new normal alright, but it won't be anything like the DS were planning on. People are awake and mad as hell that their rights have been trampled on and all that they have worked for has been destroyed by petty tyrants. We also know their names. They will not be able to walk the streets for much longer.

Yup. Can confirm that this phrase has been heavily used in the UK too. You look at some of these and you see that this has been a global buzzword. We think of the media being in very few hands but it's possibly even getting fed down from just a single source.
