The point is....if a state of war is declared there are numerous things that can be done legally outside the usual norms...ie mass arrests...or didn't you get that part of it ?

America has been in a continuous state of war since the American Revolution, mostly with indians. It's mostly asymmetrical war too.

I know "official explanations" taste funny, but allegedly the poster was not there to mark the conclusion of the war in totality but for the ship's individual permanence in the conflict up to that point.

Since earlier than that even, read up on General Order no. 100 signed into law by Abraham Lincoln. Make note of article 2 and then realize that no special proclamation has ever been issued...
