Kinda looks like a stink bug and aphids, but almost guaranteed to be "sucking bugs" and are pests.

Aphids. Predators should be along to deal with them. If not, then dehydrating spray - 1 quart water and 2 teaspoons dish soap in spray bottle is what I have used before.

Or even plant sacrificial plants for pests so they leave you favorites alone. Leaving some weeds around helps as well. When weeding I leave the pulled weeds in a pile in garden which ends up with crickets and spiders all in it as they rot

And most importantly- do I kill them or let them be? Surprisingly, they don't seem to be doing any damage, but they like to hang out on tender new leaves, petals, and buds. I first started noticing them about two weeks ago, and the plants are fine.

Aphids can fuck plants up. The damage usually isn't immediately obvious because they are generally in it for sucking the juices from within the leaf. Eventually though that leaf will turn to shit. They also can pass infections which isn't all that fun for your plants either.
