I call bullshit, they independently invented ceramics about 11,000 years ago in the lake Chad area. There's also some stone calenders in pre-agricultural Nubia/Egypt. Also, the Kingdom of Benin was managing pretty well before Europeans appeared, had some decent art in the form of bronzes 12, and cities. The Wiki page has some good sources.
There is some large scale construction in great Zimbabwe that was independent.
It's not impossible that average IQ varies by ethnic group within Africa. Areas with a harsher environment and lower unpreventable disease burden would end up selecting in smarter people to survive. I seem to recall seeing quite different scores for Bantu and pygmy before..
