Check out the Lulzbot Mini if you feel like using the whole budget for a printer with all of the bells and whistles, but more likely a Creality CR-10 V2 if you want a top quality entry level machine.

FreeCAD is a good free software for generating models.

Thingiverse is a good repository of designs for everything.

Fusion 360 is free for hobbyist, though it's always online / cloud based.
