It's a prelude to a mugging, usually with a knife.
Just say how about some lead? And tell them to step back.

A knife is deadlier than a gun within 25 feet due to reaction time.
IF the gun has to be removed from the holster, aimed, and fired. Whip out your gun on homeless quicker, and you won't have to worry as much.

when you say "no" in a polite and non aggressive way
Oh see, there's your problem. I never do that. I just yell at them to fuck off on their first, "excuse me sir." Of course, this has caused me some problems over the years. Apparently not every nigger who says, "excuse me sir" on the street is asking for money. Like one time it turned out the guy was merely asking directions. "I just wanted to know if this was George street!" he exclaimed. Dumb coon never noticed the street sign less than 20 feet away.

I once had one in a suit with the greased back hair (I have run across this type of scam artist before) across the street yelling at me, "Hey you! Hey you over there!" speeding up rapidly crossing the street in my direction. I picked up my pace and continued walking away.
The asshole then yelled at me that I was racist, and that he just wanted to know the time. I didn't buy it. Most adults in a suit have a watch, and don't act like a fucking crazy person just to find out the time.

Just do it NYC style and tell them to "Fuck Off!"

I never understood those fuckers. They want to bum a cig, you say no or let them know you have none and then they treat it as some insult and respond what they believe is an appropriate reciprocation

And here I hoped you were panhandling with "COVID19 VICTIM" written on your cardboard sign.
