There are bike lanes in some places and more are gradually being added over time, especially in Los Angeles. It's that sometimes a bike group does a critical mass swarm and blocks traffic.

In America, bike commuting is not part of the culture. Europe has very mild weather and short distances to travel. Europe also have punitive taxes on cars and gasoline, to force people to use bikes. American is much richer than most European countries, so every adult has at least one car.
Recreational biking is part of American culture, and every kid grows up riding a bike. We don't hate bikes here, we just understand that they aren't suited for all tasks.
So who are the bike commuters in America, in a place where commuting by bike doesn't make sense? People who do it for the attention. Bike commuting in America simply did not exist 20 years ago. It is an entirely new phenomenon driven by social media. The attitudes of they SJW cyclists are unfortunately spreading, when they use their bikes for recreation.
Bike lanes have been added to accommodate them, but even then bike commuters don't always use them. Since the point of commuting by bike is to annoy others, actually using a bike lane is not part of the agenda. Most bike lanes go unused, either because there are no cyclists, or because they choose to use the car lanes instead.

We have assholes on bikes over here too. I still wouldn't call cyclists assholes as a group.
