They are not randomly selecting who to test so it is fake news to say "they did 649k tests and 256k were positive, so extrapolate that to the whole state." There's a limited number of tests. They're testing the people most likely to have it so that they can identify sick people and isolate them. Of course the rate of positive tests will be higher when selecting the ones most likely to have it.

That's why these narrow studies where they ARE randomly selecting like 3000 people and finding that 10 or 15% are positive are significant. That information CAN be used to forecast the likely number of people who would test positive in a population group.

Post them or stfu. If they are not selecting only certain sample groups or are not randomly choosing then those percentages are in no way representative of the infection rate of the entire population.
