It's the shit that supposedly killed Amy Winehouse, but in a more roundabout way. IIRC, She stopped drinking, and then after stopping, had one night where she drank like she used to and killed herself.

You take an alcoholic and make them stop, eventually they might be able to stop.

Getting back on the alcohol is what kills them, because instead of having a drink here or there, they drink a whole bottle like they used to, only it kills them.

That's what I would see happening. Once the liquor stores opened back up, a bunch of previously sober-by-force alcoholics start drinking like they need to make up time.

Moderation in moderation. But seriously, while people who drink too much need to drink less, people who drink way too much need to start that by drinking a little less at first.
